Workers from most countries of the European Economic Area (EEA) can work without permission, however there are specific rules for Bulgaraians and Romanians. Most of those from out with the EEA usually have to apply under the UK Border Agency's Points Based System for immigration.

An employer requires a Sponsorship Licence to employ someone under Tier 2 or Tier 5 Temporary Workers. An individual with a working visa in Tier 1 or under the Youth Mobility Scheme can work for an employer without the need for the employer having a licence.

The Post Study Work visa route closed on 6 April but as an employer you can, of course, continue to employ people with valid leave in that category.
